**The durable ruling:** there is no standing instruction to withhold CHANGELOG prose until a version bump. Update `[Unreleased]` in the same commit as the change, every time, in plain English and in the right category. Only depart from this if the owner gives a NEW, explicit instruction to batch for a specific named release — and record the scope if he does.
