⭐ **OWNER LOCKED 2026-07-11 ("made that the backbone").** The "parked" bucket had become a junk drawer of indefinitely-deferred items. ## WHY QUEUE.md IS A COMMITTED FILE — the rejection that produced it
Inline visualization widgets were tested and **REJECTED**: they render only in Dispatch's background-task detail view, never in the main mobile or PC chat, so they are useless to the owner. Artifacts are blocked at the Dispatch layer — **not a settings problem; the owner's settings are correct.** So the queue had to be a plain file the owner can open in the GitHub app on his phone. Doc-only commit → no cache bump, no test impact. Do not re-propose widgets or artifacts as the queue surface.
## PLACEMENT REASONING WORTH KEEPING
- **The engineering hardening gate runs BEFORE any OS feature.** From [[architecture-review-2026-07-13]]: the "Architecture Modernization Initiative" and the OS round are **one initiative, two views**, so it folds in rather than opening a second roadmap. The gate exists because **every headline OS feature is a NEW SERVICE** aimed at an unhardened spot — build the features first and the cycles multiply instead of being inherited clean.
- **The health/restructure phase runs BEFORE FO3.** Refactor on the messy codebase, then do the brain-dump update on a clean one, then skin.
- **The diegetic audit goes FIRST within the planning machinery** — it derives the house standard everything else conforms to, so running the other audits ahead of it means conforming to nothing. The other audits can then parallel.
- **Planning machinery runs at the FRONT of a round** — owner's standing rule: audits → ideation → synthesis → parallelization → build.
- **Obsolete-command cleanup folds into the OS round's command-language rebuild**, so commands get cleaned ONCE alongside the new CLI rather than twice.
- **The ambient/uplink work is ONE engine, not four features** (radio + map encounters + INTERCEPT + remote transmissions merged), under a hard no-stats / no-save invariant.
- **DECODE is a motion verb, not a feature.** Owner: *"take the decode effect, skip everything else… just fold it in somewhere"* (2026-07-11) — the one salvageable idea from the mistify audit ([[parked-mistify-salvage-audit]]). Text scrambles out of block-glyph static (`█▓▒░`) and resolves into readable characters, a Fallout hacking-terminal decrypt. **Steal the IDEA, not the code.** It joins the named motion-verb grammar so it lands with its siblings instead of as a one-off. Build it the house way — a plain `@keyframes` plus a toggled class, so the global `prefers-reduced-motion` block neutralizes it for free with no bespoke carve-out — seeded/deterministic, per-game texturable ([[per-game-device-form]]). Cheap, zero dependencies.
- **Diegetic renames are subject to the CLARITY VETO** ([[parked-diegetic-audit]]) — no blanket rename sweep, and inventory→manifest is explicitly vetoed.
- **FO4 stays design-only (not selectable) until its own round**, where data, content, skin, and panels are built TOGETHER against real data.
- **The "for fun" recreation prompt stays dead last** — the owner placed it there himself. Analysis-only.
