## THE RE-BASELINE PRINCIPLE (still the right method)
Owner 2026-06-30: *"if the steps need to be reevaluated against [the shipped build], we will do that after these two audits."*
Whenever a planning doc is older than the code, **re-validate before reordering.** The plans feeding this had been written against an earlier version, and much of what they called "BUILD-NOW" had already shipped — **the parked work is only the UN-BUILT remainder.** Strip the rest rather than re-planning it.
**Then REORDER into true implementation order** (owner, explicit): foundations and decompositions first, dependents after, **data lanes early — because sourcing/data entry is usually the only genuinely parallelizable work.** Decompose the big monolithic functions *before* piling features onto them, and land behavioural tests for a seam before building on that seam.
## ⭐ OWNER RULINGS (2026-06-30)
1. **Rad-storm weather — KEEP.** And **DAY/NIGHT re-instated** — the owner **reversed** his earlier removal. Both are terminal-side ambient ([[parked-wasteland-uplink-engine]]).
2. **Wasteland Calendar — KEEP** (viable again now that day/night is back).
3. **Remote Transmissions — KEEP, still wanted.** Needs a Firestore schema designed before it can be scheduled — that design task is open.
4. **Debug console — CONFIRMED as a STAGING BYPASS.** Devs open it directly without replaying the hacking minigame each time; **the hack-unlock is the prod/diegetic gate, staging gets a direct bypass.**
## ⚠ STILL OPEN — do not treat these as settled
- **WEB WORKERS — the owner's decision is still explicitly PENDING.** My standing recommendation: **HOLD, don't drop.** Nothing today needs offloading, but they're likely useful once compute-heavy work lands — a turn-based VATS resolver, encounter/loot sims, big registry/list virtualization on low-end phones, an IndexedDB migration, and FO4's much larger datasets. **Not needed now; revisit when a real workload actually appears.** (Also listed under [[parked-fallout4-support]].)
- **"Dusk/Dawn That Lands + Voice" re-add — needs confirmation.** It was dropped *only* because day/night was cut. Day/night came back, so the reason for dropping it is gone and it should be reconfirmed rather than left silently dead.
## FOLDED-IN DECISIONS to honour in any reorder
- The **WASTELAND UPLINK consolidation** ([[parked-wasteland-uplink-engine]]) — radio + map encounters + INTERCEPT + Remote Transmissions merge into one engine, with the hard no-stats/no-save invariant.
- The **"move to later" set** — Streaming Two-Phase Narrator, Companion Memory, Web Workers, FO4-as-a-game, DLC map zones — all deferred into the FO4 program ([[parked-fallout4-support]]).
- **Map consolidation: ONE map design was chosen; the other two were DROPPED** (see [[parked-2-9-0-update]]). Don't resurrect them.
