CLOSED. This was a PARKED plan-only performance and boot audit brief (parked 2026-06-28 under [[parked-task-workflow]]). It was run and its findings were acted on — the brief itself is spent.
**Durable ruling salvaged — the performance bar:** the thing being optimized is how **fast and light the terminal feels**, chiefly time-to-interactive on the boot path, not synthetic scores. Standing preferences that came out of it: prefer targeted/dirty re-renders over full re-render fan-out; pause animations and timers when the tab is hidden; keep the offline precache lean.
For current performance debt and its status, see `QUEUE.md` and `library/CODE_MAP.md` rather than memory.
*Corrected 2026-07-20: brief body removed (it had run); it cited the deleted RULES.md and retired protocol numbers.*
